Electoral Reforms through the years

Elections in India over the years have gone from strength to strength largely through a series of electoral reforms. Yet, there are still some areas of concern that need to be addressed. Election law has undergone numerous amendments to meet the requirements of new challenges and changing situations. The path-breaking changes were the lowering of age for enrolment as elector from 21 to 18 in 1989, open ballot voting at elections to the Rajya Sabha and voting through proxy for voters belonging to armed forces and para-military forces in 2003. Provisions for enrolment of overseas Indian citizens in the electoral roll was made in the most recent amendment in 2011. Empowering the Commission to use electronic voting machines, conferring disciplinary jurisdiction on the Commission over the officers including police appointed for conduct of elections have strengthened the EC. Printed electoral rolls have now been substituted by computerised photo electoral rolls. The elector’s photo identity card (EPIC) is by now a cherished possession of all citizens.
